I _think_ the local police forces, at least from what we've seen on the series are more along the 'Old West' pattern of being very much local forces. Possibly some sort of 'Federal support services' should be available, but the Sherriff in the Train Job, and the ones who go looking for the cattle rustlers when Book gets himself shot have distinctly 'homespun' feels to them. Probably a difference between Core (where we do see, both on Ariel and Boros) uniformed police and Border/Rim. Although there is the odd policeman in 'The Message'.

Correct. The Alliance Police Services is only for Core Worlds and -select- Border Worlds. The rest are contracted out to private companies on the planets (Such as what we see in The Train Job and other episodes)
