NPC History
Arkady is a Russian information broker at Eavesdown Docks. Small fish compared to people like Badger, but he does get some business now and then.
He is a tall, darkhaired man with waterblue eyes and a scar running down the side of his jaw. Part of his left index finger is missing and he speaks with a heavy Russian accent that is more than likely faked.
