So many rooms of proceedings and days after days of proceedings. Finally, there's a respite in one particularly tense room where they are in heated debate about Deadwood and Taxes and finally an aged Treasury Accountant stands up and slams his hands against his desk. "Are you TELLING me that there are not EXPORTS from that planet? Then what the BLOODY hell are we using as a basis of the TAXING?!" <English>

Kyoshiro is tired. He can only stand the core for so long and it has over stayed it's welcome on him. He's missed his family but this buisness about Deadwood was important. So here he was with Fao, Deadwood's elder and prince. "No... no exports. The only Taxes ever paid was from Alliance registered production companies doing a films out there and some co-op mining facilities that were attacked by some rebels a year or so after the reaver attack that decemated the population." He also needed a cigar but was being polite. "Therefore it makes sense for this Protected State to be tax exempt as well as any wishing to land or conduct buisness to ask permission first before doing so... to prevent incursions like last time." <English>

McGuire fights back a smile as he says calmly, "We don't know what we owe, we just use the credits from the production companies to pay off Alliance. Until four years ago that is, when you put the planet on lockdown." He sits back to listen to the furthering debate. He looks at Kyo and nods his agreement to him. <English>

"Well its blood expensive and risky to...ugh." He throws his hands up and stalks off to the side to AGRESSIVELY drink coffee as another accountant sighs and takes notes. "Perhaps if...we somehow turned Deadwood into some sort of Universal State ah Preserve or Historical Monument or something. Do you have the exact records of how many attacks, roughly, have taken place on that planet and the deadtoll of your people...." <English>

"The record is kept orally I think... Fao would know better than me. They might have a regestry for the dead." Kyoshiro says glancing to Fao a moment before looking back to the accountant, "Well any of those might do, a protected state or Protectorate with a specifically outllined Suzenry would allow for a better diplomatic relationship." <English>

McGuire looks slightly confused, however more pissed at the request. His back straitens and his brow furrows. His perfect memory brings the information to the fore front and he begains. "2420, the second colony of Romany landed on Deadwood, after the first one died off, 24,000 lives lost. An investigation proved it was from sudden and brutal Reaver attacks. The second attempt came fully ready for such attacks, and it survive for over a hundred years. Yearly attacks had been steady at twelve a year, until twenty years ago when a massive attack occurd that took three million lives. From this devistation remained three hundred thousand to rebuild. The Reaver attacks now very from eight to fifteen attacks a year, and none as great a magnitude as the Arc left. Our death toll due to Reaver attacks are three or less a year. We are very addapt to such things. The over all population of Deadwood is now one million seven hundred, and growing. What else would you like to know?" <English>

"SO would you say that this is grounds to create some sort of...Memorial Park status for this planet, in honor of those brave enough to stay out there and brave such dangerous in the name of keeping a new colony going?" Comes the next question. <English>

McGuire nods again to Kyo as he looks to the others, "Not to mention it was the location of the block buster hit My Side Of The Mountain, and the action hit Cliff Hanger series." <English>

"A Tax-Free Protected State. There has to be a reason why its protected and I suppose the proposed space station will address that bit. The people there cannot show hostility you do realize to any elected officials or such that decide to visit to pay their respects? Would you be open to deciminating some...etiqutte or best practices courses or workshops to help people adjust just in case things happen?" The accountants do look a bit concerned. <English>

"The people of Deadwood wish to be left alone. Not told what to do, and to live their lives. THey ask that anyone wishing to visit ask permission first..." Kyoshiro says looking to Fao, "I am sure some proticol could be created incase there is an attack or emergency. But I think the first thing is contacting the leaders of the planet as asking." <English>

McGuire says, "Advanced notice to any arrival will be met with band wagons and the President, if I'm not around. We're not the type to shoot first and then ask questions. Unless your Reaver, then you'll be shot down and hunted to death by my people." He looks at Kyo, "Mibu has the right idea. We're not all sticks and stones kind of people there. We have tec, we just don't choose to use it all the time. Our former Mayor has the working radio system. We can monitor it, not to mention any cortex message. So advanced notice is possible. As the sign says at the landing field, Unless you are invited do your business and leave." <English>

"Your people have NO right to tell a government official what they can and cannot do!" Old Acountant is getting agitated. Young Accountant sighs. "We can create some engagement protocols, so as not to spook the people on the planet, and Advanced Notice would be necessary in such a dangerous area of space. I do not think either of you seem to understand that we are being kind and offering you all options, ways to move through this as smoothly as possible. As long as your people can remain polite and non-threatening to any body visiting with due notice, I'm sure we can work on finalizing such an agreement. Perhaps some type of specific visa will need to be gained to visit those planets, something agreed upon by your elders when someone applies. To make sure you don't get any revenge focussed crazy people who still hold your planet responsible for the death of all those people on the Temperence." See, reason. <English>

Kyoshiro looks to the old Accountant, starring at him. Kyo was an old man too, "You wana debate that outside with me or are you going to calm down and start showing us some respect?" He looks over towards the more agreeable accountant and nods, "THat's actually not a bad Idea. A 'visitors' pass as it were. Might work." HE looks to FAo. <English>

McGuire looks at the old Acountant with his even older eye's. "Perhaps Parlaiment can make it clear to the rest of the planets that Deadwood was not responcible for the Temprence, placing that action squarely on the shoulders of the rebels that vanished shortly after the taking of said craft. Rodney for one. At any rate, I'm sure your idea will work just fine. What ever I tell the people of Deadwood will be met and put into play. I am their Elder after all. I think we are on the right track." <English>

OG Accountant just glares at Kyoshiro. "Are you THREATENING me good sir?!" Younger Account just sighs and rubs her temples. "Then, I will put in a motion to have the planet of Deadwood declared a Protectorate and write out travel requirements and visa requirements for visiting after we formalize exactly how we will title it. Do either of you have any concerns regarding financial compensation from the planet itself?" <English>

McGuire quirks a brow, "Are you asking if the people of Deadwood are going to pay or get paid?" He askes with a curious tone. <English> McGuire adds, "Because if it is to get paid, no. Deadwood doesn't use money like the rest of the 'verse. If you want paid, there is nothing that makes an income on the planet at the moment." <English>

Kyoshiro smirks and chuckles at the accountants responce. "No, you can say no. I won't do anything. Then I'll just know exactly what kind of man you are. Did you serve... in the war?" He shaks his head holding out his arms. He's tired, got bags under his eyes. He's been fighting hard as he can at these proceedings and for every person reasonable like the senator and the young accountant willing to hear them out and work with them, there was a staunch conservative like the old man. He was done holding his tongue at the statist abuse. "But here we are trying to work out the best way to move forwards for all of us. I am not a citizen of Deadwood but I am allowed to negotiate for member state of the Kris SHena. So here I am, helping out the only man I can call a Father. So when you assume and treat me like a child because you're offended then you should come talk to me outside of this meeting because it's doing nothing but hindering any progress." He then looks to Fao and sighs, "She was talking about what we just talked about. The taxation issue and if we had any other questions." He looks to the woman, "No further questions at this time, Ma'am. Thank you for your understanding and patients." There is a glance to the older man as if to say, and 'fuck you'. <English>

The accountant does rub her temples a bit more. "N-No...we've been over that bit...." But Kyoshiro is clarifying and she smiles gratefully. But the old Accountant just stares at Kyoshiro. "I do not answer to you! And yes, I served! That is why why why...this, this mockery of...this is ridiculous!" He holds his chest for a moment, evening out his breathing as a guard comes to offer an arm and murmur quietly something about the man being relieved and the old accountant is escorted out. Probably to be given medication and and oxygen mask.

Tired young Accountant just pinches the bridge of her nose. "We will review the numbers. You are both doing a great thing for the people of Deadwood, I only hope your own futures are are bright." <English>

Kyoshiro's eyes harden over, "Then you know exactly how many men died on both sides. Brothers fighting brothers over pieces of land that may not have even been theirs in the first place. Families torn apart, children and innocents killed for the agenda of people they would never meet or have met." He leans forwards, "Because the work we do here makes sure that will never ever happen again... Understand?" He then looks over to the young Accountant. HE straitens and give a bow, "Yes thank you. I will make sure to write your supervisor a letter commening your overssing of this hearing. Have a great day." He then turns with Fao and heads out, taking a cigar from his greatcoat. <English>

McGuire says, "I'm here to speak for the Deadwood people. What happens to me will yet be seen. I'm sure you have a lot to take into account with all of this, and I'll stick around to know my fate." He watches Kyo leave as he slowly gets to his feet. "Good evening sirs." He gives them a half bow before turning to leave. <English>
