"Bellerophon Estates, home to the rich and paranoid... Gracious living, ocean views, and state-of-the-art security."
― Wash in "Trash"

Bellerophon is where the system's wealthiest have their estates. There is no need for shops here as everything one could need is shipped in from off-world. The estates float a mile above the oceans and are each the size of a small town. Most all of the estates are similarly designed and share the same standardized amenities, such as a rubbish collection system. The area above these estates are patrolled by private security companies and the Feds. Visitation to these estates is by invite only. Anyone else, such as workers, must provide a very good reason for being there. If one is able to sneak past the Feds, there is a rather large, empty desert, which is perfect for meeting someone.
